Russell Bryant 67fd292f96 Add a trivial new dialplan function, AST_CONFIG(), which allows you to access ...

a variable from an Asterisk configuration file in the dialplan, or anywhere
else where dialplan functions can be used.

(Inspired by a discussion with Tilghman and Pari)
