mod_spandsp: Remove "-ljpeg -lz" from mod_spandsp_LIBADD

We're using the bundled libtiff's .la file, so libtool will take
care of all dependencies needed to link mod_spandsp.

Don't leak the file handle after parsing the configuration
Don't leak memory if the file could not be opened
Check list name and filename attribute of configuration entry.
Add "blacklist help" and error messages to api interface.
