v0.5.5: periodic SQLite WAL checkpoint task (sync from Fastway-Server)

Hardlinked shared units. Same change as Fastway-Server v0.5.5:
adds a `wal_checkpoint` system scheduler task that runs
PRAGMA wal_checkpoint(TRUNCATE) every 5 minutes on SQLite, keeping
the -wal file from growing unbounded under long-running readers.
