v0.5.4: revert plugin API version to 1 (pre-production flux) 
Sync with Fastway-Server: shared fw_consts.pas and fw_plugin_api.pas
hardlinked across all repos. Reverts FW_PLUGIN_API_VERSION 2 → 1 per
project direction (API version reserved for first stable release).
