Richard Mudgett 91c3ac19cb Dialplan functions: Fix some channel autoservice misuse. 
* Fix off nominal paths leaving the channel in autoservice.
* Remove unnecessary start/stop channel autoservice.
* Fix channel locking around a channel datastore search.
