Kinsey Moore 63134ea011 Unregister CLI commands on exit ...

This patch ensures that CLI commands enabled by DEBUG_FD_LEAKS and
DEBUG_THREADLOCALS are cleaned up properly on exit.

(closes issue ASTERISK-22238)
